Abstract

The delineation of forest area boundaries is part of the forest area gazettement process, in which this activity directly intersects with the community. The process of demarcating forest area boundaries in Habilogut Hamlet, Nangatobong Village, Waigete District as a follow-up to the results of Changes in Allotment and Functions of Forest Areas in accordance with Decree 357/Menlhk/Setjen/PLA.0/5/2016 Concerning Changes in Allocation of Forest Areas to Non-Forest Areas, Changes The function of Forest Areas, and the Designation of Non-Forest Areas to Become Forest Areas raises problems with the existence of resistance movements by the people who live in Forest Areas. The reason for the community's rejection of Demarcation of Forest Area Boundaries is that the community has the principle that the land they occupy was purchased from Tanah Pu'an or Landlords with the term Bako WuaTa'a in the form of Horses, Pigs, and money as a form of appreciation to Tanah Puan. This land includes settlements and arable land, the community has settled and cultivated in that location from the time of their ancestors before the designation of the area as a protected forest area, they want protected forest areas and settlements to be freed from forest areas and certified, because in the arable land the community has planted producing plants that can help the community's economy such as coffee, candlenut, cashew and others, the community obtains land in a forest area by buying the location from a landlord who previously did not know that the location was a forest area.
