Abstract

This study aims to analyze the level of empowerment of the Sipolha Nauli Forest Farmers’ Group (KTH) in the management of Community Forests (HKm) based on the dimensions of access, participation, control, benefits, and institutional capacity. The study was conducted in February–March 2026 in Sipolha Horison Village, Simalungun Regency, using a quantitative descriptive approach supported by qualitative methods. Data were collected through questionnaires, interviews, and observations of 44 KTH members using a census technique, and analyzed using a Likert scale. The results indicate that the empowerment level of the Sipolha Nauli KTH falls into the high category with an index value of 78.46%. Specifically, the access dimension scored 78.09%, participation 80%, control 79.36%, benefits 79.63%, and institutional capacity 75.53%. Land use in the HKm area is dominated by an agroforestry system covering 15 ha and non-timber forest products (NTFPs) in the form of sugar palm plantations covering 6 ha, which contribute to increased income and environmental sustainability. The high level of empowerment is influenced by government support, active member participation, adherence to group rules, and the perceived economic and social benefits. However, institutional strengthening, improved access to training and partnerships, and optimized internal communication are needed to enhance the autonomy and sustainability of HKm management.
